Villeneuve

Villeneuve is the French admiral under whose orders the combined fleet sails to its destruction, a distant authority whose choices the Spanish captains must obey even when they see disaster coming. His presence in the narrative is felt less as a personality than as a structural fact — the allied command's fatal weakness, the reason Galiano's courage and Churruca's skill could not save the day. He matters because the novel's Spanish officers measure their own doomed heroism against the inadequacy of the leadership above them.
