Chapter 1
The Three Strangers
Frank and Joe Hardy bid farewell to their friends Chet Morton and Biff Hooper as they prepare for a motorboat trip along the coast. While helping Biff practice navigating Barmet Bay, the boys encounter a mysterious gray motorboat carrying three unsavory men who dangerously pursue them, forcing Biff to take evasive action that nearly results in a collision with two sailboats.
Chapter 2
Quick Thinking
Frank Hardy's quick action at the helm averts a collision with sailboats, and the boys return home as a storm approaches. Later, at the Hardy barn, the chums engage in acrobatics and practical jokes, with Chet Morton's mischief leading to a humorous retaliation by Jerry Gilroy. The chapter ends with the boys unaware of the troubling news that awaits them.
Chapter 3
A Shady Trio
Fenton Hardy reveals he is pursuing the notorious bank robber Baldy Turk, and plans to travel to Chicago to capture him. Frank and Joe, disappointed about missing a motorboat trip with Chet and Biff, promise to look after their mother. Later, they ride their motorcycles to the Morton farm, where Joe is shy around Iola Morton and Frank chats with Callie Shaw. On the road, they spot the same three men who chased them earlier in their motorboat, parked suspiciously near the farm. Chet dismisses their concerns, and when they return, the men are gone.
Chapter 4
The Send-Off
Chet Morton and Biff Hooper set out on their motorboat trip up the coast, with the Hardy boys and friends gathering to bid them farewell. Despite an overcast sky and signs of a storm, the group sees them off. Frank and Joe, along with Iola Morton and Callie Shaw, follow in their boat the Sleuth to accompany them partway. A sudden violent storm forces the group to turn back, and they struggle through dangerous waves and wind to reach safety, while Chet and Biff continue into the open sea.
Chapter 5
V: No Word from the Chums
After surviving a violent storm, Frank and Joe Hardy return home to find their father, Mr. Hardy, departing for Chicago to pursue the criminal Baldy Turk. Mrs. Hardy expresses deep anxiety about the danger of the case. The next day, the boys go to check on their friends Chet Morton and Biff Hooper, who had sailed into the storm instead of turning back. At the Morton farm, Iola Morton reveals that no word has been received from Chet, and a promised postcard from Hawk Cove never arrived. Frank and Joe try to reassure her, but Frank privately admits to Joe that he fears something serious has happened.
