Concepts
Ideas that structure The English Constitution by Walter Bagehot — linked to characters, chapters, and questions.
Dignified vs. Efficient Parts of Government
Bagehot distinguishes between the 'dignified' parts of the constitution (like the monarchy) that inspire reverence and loyalty, and the 'efficient' parts (like the Cabinet) that actually govern, arguing both are essential for a stable state.
Evolutionary Constitutional Change
The book emphasizes that the English Constitution is a living entity in constant change, shaped by historical development rather than deliberate design, and that language and theories often lag behind actual practice.
Cabinet Government and Parliamentary Sovereignty
Bagehot analyzes the Cabinet as the central 'efficient' institution, a committee of the legislature that fuses executive and legislative power, contrasting it with the American presidential system and highlighting the rarity of its prerequisites.
Monarchy and Public Sentiment
The monarchy is presented as a powerful 'dignified' element that appeals to the emotions and imagination of the masses, providing intelligibility and religious-like reverence that stabilizes the government, especially for less educated citizens.
Social Class and Deference
Bagehot explores how the English political system historically relied on the deference of lower and middle classes to aristocratic and wealthy 'betters,' a dynamic that shaped elections, representation, and the social prestige of the nobility.
Prerequisites for Elective Government
The book identifies rare national characteristics needed for successful elective and Cabinet government, including mutual trust among electors, a calm national mind, and 'rationality'—the ability to form steady conceptions of distant political objects.
Functions of Parliament
Bagehot outlines Parliament's key roles: electing and maintaining the executive, expressing the nation's mind, teaching the public, informing the sovereign (now the nation) of grievances, and legislating, with the elective function deemed most critical.
Comparative Political Systems
The work extensively compares the English Constitution with the American presidential system and the French parliamentary republic, using these contrasts to highlight the unique strengths and weaknesses of the English model.
