Mullins manages the Exchange Bank and moves through the town's commercial and civic life with a certain social quickness. He is the man who must break difficult news to Dean Drone and who finds himself at the centre of the Whirlwind campaign's tangled aftermath. His cautious, slightly self-important presence anchors the town's business affairs and its uneasy relationship with moral authority.
