Roo is the Forest's youngest resident, carried in Kanga's pocket and passed from paw to paw when Rabbit decides the newcomer must be made to feel like an outsider. He is too little to know he is the object of a plot, which is exactly what makes the scheme so tender and so funny: Rabbit grows fonder of him by the minute even while using him as a pawn. His easy trust in whoever holds him tests the others' assumptions about family, and his return to Kanga's pocket restores the household the Forest didn't know it needed.
