## Who they are

Lathrop begins as the resident assigned to investigate every case within ten blocks of Halsted Street, a job the county commissioners expected to produce a 'coal chute' of giveaways. Instead she learns the poor as neighbors, and in 1893 the governor appoints her to the State Board of Charities, where she views institutions from the inmates' side rather than the managers'. She matters because she embodies the settlement's central wager: that proximity, not expertise, is the root of good reform.
