## Who they are

Samms is the organizer and conscience of the Service, the man who built the apparatus that Rodebush and Cleveland now push to its limits. His face shows the cost of command, and his clipped, urgent transmissions reveal a leader who has already lost half a fleet and cannot afford sentiment. He matters because he is the human center of gravity in the early arc, the one who turns scattered genius and desperation into something that might hold against an enemy nobody yet understands.
