## Who they are

Billy is the youngest face of the exile, asleep with his ragged teddy bear when the blasts hit and awake to a world where his mother cannot promise him anything. His calm, adult questions—will they kill us, why are you scared—make the Gern cruelty concrete in a way no speech can. He matters because the survivors' whole project, from hunting to shipbuilding, is ultimately about whether a boy like him gets to grow up.
