**First appearance:** 0010-viii-diplomacy-1861

## Snapshot

Britain's Foreign Secretary whose stubborn insistence on honest neutrality Henry Adams read as calculated deceit, becoming the young secretary's costliest tutor in diplomatic disillusion.

## Who they are

As Foreign Secretary during the Civil War, Lord Russell fielded Minister Adams's escalating protests over Confederate cruisers built in English yards, denying collusion while the evidence mounted. Henry Adams, watching from the Legation, concluded that Russell lied—though his father thought otherwise—and was forced to act as though the man were false. Russell's droll resemblance to John Quincy Adams only deepened the irony: here was the perfect case study in whether human nature could be trusted in politics, a lesson Adams labored over for the rest of his life.
