> Viktor Nogin in Ten Days That Shook the World by John Reed.

**Role:** supporting

**Also known as:** V. P. Nogin, Nogin

**First appearance:** 0011-i-background

## Snapshot

A Bolshevik commissar caught between party discipline and the practical demands of trade and industry, Nogin represents the revolution's administrative conscience.

## Who they are

Nogin belongs to the Bolshevik leadership that must convert slogans about workers' control into functioning economic policy. His role exposes a tension the book keeps returning to: the revolution can seize factories and palaces, but it cannot instantly feed cities or settle the land question that the peasant majority cares about most. He matters because the middle of the narrative is where revolutionary promises meet the intractable problems of governing Russia.
