## Snapshot

Constitutional Democrat and former Foreign Minister whose faith in Russia's imperial greatness collides head-on with the soldiers and workers who want peace at any price.

## Who they are

Miliukov stands as the articulate voice of the old order in the Congress of Soviets, insisting that Russia must keep fighting and that the Dardanelles must belong to her. He calls the Soviet's peace formula 'Stockholm ideas' and pro-German, only to be drowned out by furious cries from the Left. His refusal to bend on the war and his contempt for the revolutionary democracy make him the clearest symbol of why the Provisional Government could not hold the country together.
