## Who they are

Dybenko moves through the revolution as a sailor-commander whose physical presence and fleet connections give the Bolsheviks muscle when oratory fails. His position is precarious: sailors were among the most radical and least disciplined supporters of Soviet power, and their loyalty had to be balanced against the broader peasant majority that the government could not afford to alienate.
