Chapter 1
I: Less Bread! More Taxes!
The chapter opens with a chaotic protest in the marketplace where the crowd shouts for 'Less Bread! More Taxes!' under the direction of the Lord Chancellor, who orchestrates the demonstration to appear unanimous. The Warden is absent, and Bruno enters looking for Sylvie. The Warden then interacts with his children, discussing Bruno's reluctance to learn lessons, and they visit the Professor, who demonstrates his eccentric inventions, including boots for horizontal weather.
Chapter 2
II: L'Amie Inconnue
The narrator travels by train to meet his old friend Arthur Forester, and encounters a mysterious veiled lady in his compartment. Through a telepathic experiment, he glimpses the face of Sylvie. The chapter shifts to a fantastical breakfast scene with the Sub-Warden, his wife, their son Uggug, the Professor, Sylvie, Bruno, and the Lord Chancellor, where the Professor describes his absurd invention of the Active Tourist's Portable Bath.
Chapter 3
III: Birthday-Presents
The Warden returns to find the Sub-Warden and Lord Chancellor fabricating a revolution to justify a change in government. The Sub-Warden's wife, My Lady, pressures for her husband's promotion to Vice-Warden. Meanwhile, it is Sylvie's birthday. The Professor gives her a secondhand pincushion, and Uggug spitefully dumps butter on her. Bruno, having no gift, offers a hug and a kiss, which Sylvie treasures most. The chapter ends with the Sub-Warden and Chancellor plotting further, and Sylvie forgiving Uggug despite his cruelty.
Chapter 4
IV: A Cunning Conspiracy
The Warden announces his departure and appoints his brother as Vice-Warden, signing an agreement that the conspirators later reveal to be a forgery. After he leaves, the Vice-Warden, Chancellor, and Lady celebrate their trick, altering the terms to grant themselves absolute power and control of the Treasury. Sylvie and Bruno are distressed, and Uggug cruelly torments an old beggar. The narrator, horrified, awakens from the dream in a railway carriage.
Chapter 5
A Beggar's Palace
The narrator wakes from a dream to find he has startled a young lady on the train, who turns out to be Lady Muriel Orme. They share a playful conversation about ghosts and literature before arriving at Fayfield Junction. In the fairy world, Sylvie and Bruno encounter a mad Gardener and then follow an old beggar, who leads them through a magical staircase into a hidden palace. The beggar is revealed to be their father, now dressed in royal robes.
