## Who they are

Mogar clawed his way to a modest seat on the Galactic Council and now treats conservatism as a survival strategy, opposing any experiment whose outcome might embarrass his judgment. Having watched younger gods pass him on the long climb through the eternities, he delights in cutting them down, and a single loss of face under the Laws of Hierarchy can banish a rival to a quiet Constellation Committee. For Dalen, whose idealistic experiment must win council approval, Mogar is the first and most personal obstacle.
