**Role:** supporting

**Also known as:** Mr. Worcester, Mr. Dean C. Worcester

**First appearance:** 0007-v-first-impressions-of-manila

## Snapshot

A Philippine Commissioner and self-styled authority on the islands' peoples, whose expertise and ego both aided and complicated the American colonial project.

## Who they are

Worcester is one of the commissioners who populate the Manila years, a man whose knowledge of Filipino tribes made him useful and whose certainty made him a fixture of colonial administration. He moves through the same official world as the Tafts, part of the apparatus that governs a country it is still learning to see. His presence reminds the reader that the Tafts' Philippine story is never theirs alone.
