> James A. LeRoy in Recollections of Full Years by Helen Herron Taft.

**Role:** supporting

**Also known as:** Mr. LeRoy

**First appearance:** 0007-v-first-impressions-of-manila

## Snapshot

James A. LeRoy, secretary to the Philippine Commission and its resident scholar, supplied the historical memory and documentary discipline behind the Tafts' improvisational governance.

## Who they are

LeRoy moves through the Commission's early Manila years as the young man who knows the islands' past well enough to warn against repeating colonial mistakes. His role is quiet but structural: while Taft and the commissioners argue policy, he supplies the facts, translations, and precedents that turn opinion into administration. He matters to the middle arc because the American experiment in the Philippines depends on exactly this kind of patient, unglamorous expertise.
