Chapter 1
Temptation
Phineas Finn, now a widower and living in Ireland with a modest government position, is tempted to return to English politics after receiving a letter from Barrington Erle. Despite warnings from Mr. Molescroft about the corrupt practices of his opponent Mr. Browborough, Phineas resigns his post and prepares to contest the Tankerville seat in the general election of 18—, driven by his longing for the excitement and glory of parliamentary life.
Chapter 2
Harrington Hall
Phineas Finn, back in London after two years, visits his old friends Lord and Lady Chiltern at Harrington Hall. He learns of Mr. Kennedy's isolated life and Lady Laura's continued separation from her husband. Lady Chiltern introduces him to Adelaide Palliser, a spirited young woman engaged in a complicated romantic situation. Phineas prepares for his upcoming election at Tankerville, feeling both hope and anxiety.
Chapter 3
Gerard Maule
Phineas Finn, staying at Harrington Hall, learns about Gerard Maule, a young man courting Adelaide Palliser. Lady Chiltern and Lord Chiltern discuss Maule's lack of energy and profession, contrasting him with Lord Chiltern. The conversation shifts to Lady Laura Kennedy's sad life in Dresden and her enduring interest in Phineas's political career. Phineas reflects on his own ambitions and the risks of returning to politics.
Chapter 4
Tankerville
Phineas Finn arrives in Tankerville to contest a parliamentary election, guided by the agent Mr. Ruddles and the lawyer Mr. Molescroft. He finds the town dirty and coal-saturated, and his chances of winning seem slim. The campaign quickly centers on the Church question, as his opponent Mr. Browborough exploits Phineas's Roman Catholicism. Despite a close race, Browborough wins by seven votes, though Ruddles believes a scrutiny could overturn the result.
Chapter 5
Mr. Daubeny’s Great Move
Mr. Daubeny's ambiguous speech to the electors of East Barsetshire hints at disestablishing the Church of England, causing dismay among Liberals like Mr. Ratler and Mr. Bonteen, and prompting discussions among political leaders such as Mr. Gresham and Lord Cantrip about the implications and Daubeny's motives.
