Chapter 1
Phineas Finn Proposes to Stand for Loughshane
Phineas Finn, a young barrister without property or income, is offered the opportunity to stand for Parliament in the Irish borough of Loughshane by his friend Barrington Erle. Despite his initial astonishment and doubts about the feasibility, he is encouraged by his mother and sisters and receives a cautious but non-prohibitive letter from his father. After weighing the risks, Phineas accepts the proposal, setting in motion his political ambitions.
Chapter 2
Phineas Finn Is Elected for Loughshane
Phineas Finn is elected as the Liberal member for Loughshane after Lord Tulla unexpectedly supports him over his own brother, George Morris. Dr. Finn visits Lord Tulla to break the news, and the Earl agrees to back Phineas. Phineas returns to London, asserting his independence in Parliament, which dismays Barrington Erle, a staunch party man. The chapter also includes a private conversation between Barbara Finn and Mary Flood Jones, hinting at Mary's feelings for Phineas.
Chapter 3
Phineas Finn Takes His Seat
Phineas Finn travels to London with serious thoughts about his new role as a Member of Parliament. He meets Laurence Fitzgibbon on the boat, who downplays the significance of his election and shares cynical views about parliamentary work. Upon arriving, Phineas takes his seat in the House, listens to the Queen's speech and the Address debate, and feels overwhelmed by the experience. He finds comfort in his landlady Mrs. Bunce's genuine admiration for his achievement.
Chapter 4
IV: Lady Laura Standish
Phineas Finn reflects on his friendship with Lady Laura Standish, who encouraged him to enter Parliament. He visits her on a Sunday, seeking sympathy after Mr. Low warned him he had ruined himself financially. Lady Laura warmly congratulates him and invites him to dinner, where she introduces him to her brother, Lord Chiltern, whose fierce appearance startles Phineas.
Chapter 5
Mr. and Mrs. Low
Phineas Finn, now a newly elected MP, visits his former tutor Mr. Low and his wife. They express concern about his decision to enter Parliament at such a young age, warning him of the dangers of political ambition and urging him to stick to his legal career. Phineas defends his political aspirations, but the conversation leaves him unsettled. Earlier, he had been encouraged by Lady Laura Standish, and he now contemplates his feelings for her and his future.
