## Who they are

Neptune is a youthful giant in a phase of crustal shrinkage, wracked by earthquakes, eruptions, and a massive turbulent atmosphere that the hastily designed Ninth Men were never built to withstand. Their fragile civilization crumbles into savagery, and only after nature's slow blundering does a hardy subhuman stock re-evolve toward full spiritual maturity. As the final stage of human history, Neptune is where Stapledon's long experiment either ends or finally ripens.
