## Who they are

Fuh-chi belongs to that class of grudging officialdom which Kai Lung must flatter, evade, or outwit whenever he spreads his mat. He matters because he supplies the pressure that turns Kai Lung's narratives into instruments of survival rather than mere entertainment.
