Chapter 1
Act I

Chapter 2
Scene I
Flavius and Marullus, two tribunes, confront commoners celebrating Caesar's triumph. They rebuke the crowd for their fickle loyalty, reminding them of their former devotion to Pompey. The tribunes then plan to remove decorations from Caesar's statues to curb his rising power.
Chapter 3
Scene II
Cassius begins to sway Brutus against Caesar, recounting Caesar's physical weaknesses and the crowd's fickle adoration. Casca describes how Caesar thrice refused a crown and then fell in a swoon. Cassius resolves to send Brutus forged letters to further turn him against Caesar.
Chapter 4
Scene III
During a violent storm, Casca recounts supernatural omens to Cicero, then meets Cassius, who interprets the signs as warnings against Caesar's growing power. Cassius recruits Casca to the conspiracy and reveals he has already enlisted other nobles. They plan to win Brutus over, recognizing his popularity will legitimize their cause.
