Chapter 3
Scene I
The Duke of Buckingham and the Duke of Norfolk discuss the recent Field of the Cloth of Gold, criticizing Cardinal Wolsey's ambition and manipulation. Buckingham is arrested for high treason, orchestrated by Wolsey, and taken to the Tower.
Chapter 4
Scene II
In the council chamber, the King, leaning on Cardinal Wolsey, thanks him for thwarting a conspiracy. Queen Katherine enters and petitions the King about oppressive tax commissions causing unrest. The King, unaware, revokes the taxes and blames Wolsey. The Surveyor then testifies against the Duke of Buckingham, accusing him of treasonous words and a plot to seize the throne, leading to Buckingham's arrest.
Chapter 5
Scene III
The Lord Chamberlain and Lord Sands discuss the ridiculous French fashions and behaviors adopted by English courtiers after a voyage to France. Sir Thomas Lovell enters and reports a new proclamation reforming these 'travell'd gallants.' The conversation then turns to Cardinal Wolsey's lavish supper that evening, which many lords and ladies will attend.
