Chapter 1
Prologue
In December 1918, the manager of the Hôtel Nationale in Berne receives a mysterious letter from a Comte de Guy requesting a private dinner for four. Three guests arrive: two Germans (Steinemann and von Gratz) and an American (Mr. Hocking). After dinner, the Count proposes a scheme to harness post-war discontent to defeat England, appealing to their greed and nationalism. He asks for their financial backing, offering a million-pound reward, but refuses to reveal his identity. The guests deliberate, weighing his proposal.
Chapter 2
In Which He Takes Tea at the Carlton and Is Surprised
Captain Hugh Drummond, a bored ex-army officer, advertises for adventure and receives a mysterious letter from a girl asking him to meet her at the Carlton for tea. At the Carlton, the girl, Phyllis Benton, warns him about Henry Lakington, a brilliant but criminal scientist who wants to marry her. She reveals Lakington's secret room with safes and steel bars, and asks for Drummond's help. After the meeting, Drummond receives an anonymous warning note at his rooms, which only deepens his resolve to pursue the adventure.
Chapter 3
I
Drummond and the American, Mr. Jerome K. Green, examine Peterson's ledger, revealing a vast revolutionary organization funded by Peterson. They discuss the exploitation of workers by corrupt leaders and the threat of revolution. Green uses gelignite to blow open the safe, and they discover the full scope of Peterson's scheme, including payments to a Member of Parliament and a network of organizers and lecturers.
Chapter 4
Chapter II
Mr. Hiram Potts, recovering from his ordeal, recounts his kidnapping and the criminal proposition made by Peterson and Lakington to foment a syndicalist strike in England. Drummond reveals that Potts was rescued thanks to a girl (Phyllis), and plans are made to reunite him with his family. The chapter also covers the aftermath of the gang's dispersal and Lakington's death.
Chapter 5
In Which He Journeys to Godalming and the Game Begins
Drummond drives to Godalming after receiving Phyllis Benton's message, encountering Henry Lakington in a passing Rolls-Royce. He visits Phyllis at her home, where she reveals her suspicions about the American millionaire Hiram Potts and the danger posed by Peterson and his gang. During a tense dinner with Phyllis and her father, a muffled cry from outside signals the start of the game.
